【摘要】:TheNB(NS)methodprovidesameasureoftheeconomicperformanceofaninvestment,takingintoaccountallrelevantmonetaryvaluesassociatedwiththatinvestmentovertheinvestor''sstudyperiod.TheNB(NS)measurecanbeexpressedineitherpresentvalueorequivalentannualvalueterms,takingintoaccountthetimevalueofmoney.TheNB(NS)methodisusedtodecideifagivenprojectiscosteffectiveandwhichsizeordesignforagivenpurposeismostcosteffectivewhennobudgetconstraintexists.TheNB(NS)methodcanalsobeusedtodeterminethemostcosteffectivecombinationofprojectsforalimitedbudget;thatis,thecombinationofprojectshavingthegreatestaggregateNB(NS)andfittingwithinthebudgetconstraint.UsetheNBmethodwhenthefocusisonthebenefitsratherthanprojectcosts.UsetheNSmethodwhenthefocusinonprojectsavings(thatis,reductionsinprojectcosts).1.1Thispracticecoversarecommendedprocedureforcalculatingandinterpretingthenetbenefits(NB)andnetsavings(NS)methodsintheevaluationofbuildingdesignsandsystems.1.2Thevaluesstatedininch-poundunitsaretoberegardedasstandard.ThevaluesgiveninparenthesesaremathematicalconversionstoSIunitsthatareprovidedforinformationonlyandarenotconsideredstandard.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
